Granting Access to AWS Account Billing Information
Sign in to your AWS account using your root AWS credentials (email and password, not the account ID, username and password).
Go to “ My Account ” page, select your account name on the top right, and choose Account in the menu.
Scroll down to the “IAM User and Role Access to Billing Information” section and click the Edit link.
Select “Activate IAM Access” check-box and click Update button.
On the next screen, ensure that the IAM user/role access to billing information is “activated”.
